The difficulties of urban planning in small municipalities from the experience in the Valencian Community

The urbanism of the small municipalities of the Valencian Community, since there is its own regional legislation, is a history of disagreements. The excess and complexity of current legislation and regulations contribute to making urban planning processes a painful exercise in overcoming difficulties that normally ends with the filing of the file or its approval after a period of many years. Too many efforts and resources for a very poor result, have contributed to consolidate the idea of divorce between the Autonomous Administration and that of the small municipalities. In recent years, however, the Autonomous Administration has implemented several legislative changes aimed at streamlining procedures and has made effective digitization tools applied to urban planning available to city councils, companies and citizens.
