The Lourdes neighbourhood, located in the southeast of Tudela, originated from the housing needs arising from the rural exodus of the mid-20th century. Given its rapid response, economic and self-built nature, its deterioration has been considerably evident up to the present day. Between 2010 and 2011, Tudela Town Council, together with the public company NASURSA (currently NASUVINSA), came up with Lourdes Renove, a comprehensive refurbishment project that mainly covers energy and accessibility aspects. This project covers everything from the buildings to the public space, including the renovation of the heating network that supplies part of the neighbourhood. Once the project was completed, in 2014, Tudela Town Council decided to present Ecocity-Tudela: Lourdes Renove and Queiles Eficiente to the Best Practices Competition sponsored by Dubai, and the experience was selected and classified as GOOD
