Abstract

The paper sees the Bill as allowing for a peaceful co-existence as between State and novel Valencian legislation on all but a few points having to do with the valuing of land open to building. The author, however, notes that the Bill has been unable to escape from its origins as a piece of City and Territorial Planning legislation as to basic guarantees even though, because of this, it must thus go against Constitutional Court sentence 6111997. He finds the text of this legal document littered with City and Territorial Planning terminology (Comprehensive Planning, Consolidated Ground, Areas of Administrative Responsibility, General and Local Systems, etc.) which he feels should no longer have any place in such a project.
