Small cities, despite the large percentage of population they house, traditionally have lodged a
reality forgotten by both the academic and the political strategies of states, whose efforts have,
traditionally aimed at strengthening the economic capacity of the larger cities. Despite the gloomy
forebodings on this scale of cities at the dawn of the new information society, in recent years there
has been a change on the sensitivity toward small towns, in the Spanish case was due especially
to the boost from European institutions recognizing the relevance of the complementary network of
European cities for its strategic role in the articulation of the European territory. On a set of potential
characteristics of this scale of cities, the last program of ERDF funds included a line for financial
support for urban projects in small towns whose experience can be considered a success but also
allows some suggestions to deepen the criteria of territoriality in accordance with the specific
characteristics of the Spanish territory
