Abstract

This paper sets out to analyze the process of regularization of informal settlements in the
Metropolitan Area of Buenos Aires (AMBA) and how this ties in with habitat production processes.
To do so, an analysis is made of the role of urban policy in giving access to land for popular sector
needs and of the processes of regularization as direct actions on the territory and the impact of this
on the consolidation of informal habitat. The study focuses on the AMBA geographically,
concentrating its attention on four settlements with different locations and segregation conditions.
The study cases were selected on the grounds that the provision of health and social services are
highly uneven as between sectors and local government competencies and that this has a major
impact on the differing lives of the population.
