Abstract

The Land Law of 1975 administratively sequenced the process of production of urban space, allowing the activity of urban planning officials to be specialized. This specialization is inseparable from the democratization of local public administration and, in Madrid, from its decentralization. This study covers, with brief reflections, dialogues and references to well-known cases, the conditions of professional practice in the specialties associated with the phases of the urban planning process defined by the Law: from strategic planning to discipline. Before and after, the study reflects on the public nature of urban planning activity, as well as on the organization and training of people dedicated to this activity in the Madrid City Council.
