Analysing governance through local leaders’ perceptions: comparative surveys, academic networks, and main results (review article)

Resumen

Durante veinte años, un grupo de académicos organizados en los Grupos Permanentes sobre Gobierno y Política Local (LOGOPOL) del Consorcio Europeo de Ciencia Política (ECPR) y/o la Asociación Europea de Investigación Urbana (EURA) han llevado a cabo encuestas sobre los líderes políticos que desempeñan diferentes papeles dentro del gobierno local (alcaldes, concejales y directores ejecutivos). El principal objetivo de estas encuestas ha sido aportar luz sobre asuntos como los valores, prioridades de política, comportamiento, definición de papeles, percepción de autoinfluencia, patrones de reclutamiento, estilos de liderazgo o actitudes hacia las reformas del gobierno local de estos líderes políticos. Se ha intentado identificar patrones de similitudes y diferencias entre estos líderes políticos y los factores que los influyen. Esta contribución describe la trayectoria y el enfoque de investigación de esta empresa conjunta, así como sus principales resultados; entre ellos, la construcción de tipologías sobre el gobierno local, la disminución del poder de las asambleas o las diferentes nociones de democracia que manifiestan los líderes.

Biografía del autor/a

Hubert Heinelt, Technische Universität Darmstadt

Hubert Heinelt is Professor of Public Administration, Public Policy and Urban Research at the Institute for Political Science, TU Darmstadt, since 1997. He has extensively published in national and international journals. He is the coordinator of the research network on European Political Leaders (POLLEADER) and co-editor of their main academic products (Heinelt et al, 2006, Heinelt et al., 2015, Heinelt et al., 2017). From 2005 to 2009 he was the Dean and from 2008 to 2011 also the Student Dean of the Faculty of Social Sciences and History, TU Darmstadt. Since 2012 he is ‘advisory professor’ of the Tongji-University, Shanghai. Beside other positions he was member of the evaluation committee of the Leibniz-Gemeinschaft from 2005 to 2013 and from 2010 to 2013 president of the European Urban Research Association (EURA). Currently, he is member of the Board of Directors of the International Centre for Black Sea Studies (ICBSS) and member of the Scientific Advisory Board of the Leibniz-Institut für Raumbezogene Sozialforschung (Leibniz Institute for Research on Society and Space/IRS).

Annick Magnier, Università degli Studi Firenze

Annick Magnier is professor at the Department of Political and Social Science, Università degli Studi of Florence.  Her teaching activity has been dedicated to urban and territorial sociology, general sociology and sociological methods for planning. From 2010 she holds a Jean Monnet chair on “The city of the European Integration”. Since 2015 she is the director of the Master's Degree Course in "Design and Management of Social Interventions" of the University of Florence. She has been the co-editor of some of the academic products of the research network on European Political Leaders (Klausen and Magnier, 1998; Back, Heinelt and Magnier, 2006; Heinelt, Magnier, Cabria and Reinaert, 2017).
