El Parlamento Europeo y el conflicto de Libia (2011): ¿una tribuna moral eficiente?

La actuación del Parlamento Europeo en relación con la crisis interna y la intervención internacional desarrolladas en Libia en 2011 contradice la percepción extendida de pasividad de la Unión Europea ante los acontecimientos de la Primavera Árabe. Con anterioridad, el Parlamento había sido la institución de Bruselas relativamente más crítica con el régimen de Muamar el Gadafi. En el contexto de la represión violenta de las protestas de ese año, asumió un papel de tribuna moral efectiva y mostró un elevado consenso en la reclamación de una intervención internacional amparada en la doctrina de la «responsabilidad de proteger». Ello confirma la hipótesis de que la parlamentarización de las relaciones internacionales favorece la introducción de elementos normativos ajenos a los presupuestos y las prescripciones tradicionales del realismo.
