Después de Kyoto, Beijing: la UE ante las nuevas negociaciones del clima

El artículo evalúa cómo la transición de poder en curso en el sistema internacionalha modificado las negociaciones internacionales del clima, así como la forma en que laUE ha respondido al proceso. Más concretamente, y conforme al artículo introductorio deeste número, se argumenta que hasta 2005-2007 las negociaciones tuvieron lugar bajouna estructura de congruencia normativa,marcada por la construcción de institucionesdel clima contra las reticencias de una muy poderosa coalición de estados. A partir demediados de la década del 2000, en cambio,las negociaciones entraron en una etapade desfase institucional: la nueva coalición de actores clave (una suma de los EstadosUnidos y países emergentes) impusieron una nueva aproximación ideacional que dejó alas antiguas instituciones en claro desfase. La UE respondió a este cambio acomodando susestrategias y objetivos.
