Terrorismo y represión estatal: estrategia y normas en Francia y el Reino Unido

En este artículo se aborda la cuestión de «si es eficaz el terrorismo» y se argumenta que el estudio de algunos de sus efectos más «moderados» puede contribuir a la forma en que analizamos la eficacia general del terrorismo o su impacto estratégico. Este artículo examina si la violencia terrorista ha provocado «desorientación» en las sociedades europeas o ha conducido a que los estados inicien operaciones antiterroristas represivas. Su principal objetivo empírico es la comparación de las respuestas del Reino Unido y Francia al terrorismo yihadista contemporáneo; se analiza en qué medida podemos comprender estos casos desde una perspectiva de acción racional, y se argumenta que las respuestas de un Estado al terrorismo están filtradas por ciertas normas sociales internas de cada Estado,las cuales determinan si la violencia terrorista conduce o no hacia una respuesta represiva por parte de los gobiernos. Esto tiene implicaciones sobre cómo analizamos la interacción entre los terroristas y el Estado, así como sobre la eficacia del terrorismo.
