La Ayuda Oficial al Desarrollo (AOD) como una práctica hegemónica (1945-2000)

La Ayuda Oficial al Desarrollo (AOD), paradigmáticamente, se ha constituido como una fórmula objetiva, universal y correcta para el progreso de los países. Sin embargo, la AOD no es neutral. Este artículo examina su evolución en el marco del Comité de Ayuda al Desarrollo (CAD) desde el concepto neogramsciano de hegemonía; una perspectiva que asume que la hegemonía es la articulación y justificación de intereses particulares que son presentados y aceptados como intereses generales. Así, la hegemonía es la conjunción del poder material con la difusión de una imagen sobre el orden mundial y la presencia de instituciones que administran dicho orden. En este sentido, este artículo quiere enfatizar la necesidad de la reflexión teórica como instrumento de desmitificación de las prácticas de la AOD para permitir la construcción de un modelo alternativo al actual.
