Por un derecho a la ciudad metropolitana: un análisis institucional

Las áreas metropolitanas se han convertido en el campo de batalla de los derechos humanos y en concreto del «derecho a la ciudad». La Nueva Agenda Urbana (NAU) reconoce este principio como un ideal para construir una ciudad para todos. Los Objetivos de Desarrollo Sostenible (ODS) plantean un modelo de desarrollo sostenible (también urbano) en sus múltiples vertientes (económica, social y ambiental). ¿Cómo influye el marco institucional metropolitano en la implementación de los ODS? ¿Existen los recursos necesarios y las competencias para poder dar cumplimiento al ideal expresado en la NAU? Mediante ejemplos en todos los continentes, se examina hasta qué punto la creación de acciones y objetivos dirigidos a un desarrollo urbano sostenible se realiza en clave metropolitana y cómo las variables institucionales (gobernanza metropolitana, fragmentación institucional, grado de descentralización y autonomía local, papel del Estado) fortalecen y limitan estos procesos.
