Abstract

The purpose of this study is the analysis of the changes introduced by the Statutes of second generation partnerships of the Comunidades Autonómas with the state, other regions and the European Union, and the interpretation that the STC 31/2010, in relation to the Statute of Catalonia, has made these developments. First, it explains the statutory recognition of bilateralism, compatible with multilateralism. The other new feature has been the recognition of the participation of the Autonomous Communities in the State’s decisions and the appointment of state organs. The Constitutional Court has considered a version of the principle of collaboration. It is shown that the STC 31/2010 in this area has remained almost untouched innovations in the new Statute of Autonomy.
