Abstract

Stuart Mill in considered as one of the fathers of proportional representation. His book Considerations on Representative Goverment, from 1861, is cited as the source of the main normative justifications of proportionality. This paper intends to contest that statement and, at the same time, to reveal the influence of that assumption on the interpretation of Mill’s political thought.
