Abstract

This paper´s aim is to analyze the role of the Senate in the Canadian federation, paying attention to the disfunctions of the institution and the difficulty of achieving a constitutional reform that is able to resolve these problems. The positions of all the main actors are examined, with special attention to the basis for reform recently laid out by the Supreme Court. Following this, the possibility of achieving a satisfactory reform is studied, including the position of those urging for the abolition of the Upper House.
