Abstract

During Elizabeth II’s reign and in the context of the constitutional monarchy, decisive steps were taken, so that the Crown Ministers could take on the ruling function in a complex, dual structure executive power. This fact was set within the simultaneous articulation of an incipient parliamentary regime, known as the «two confidences». However, policy factors such as the frequent authoritarian leaning of the executive, the peculiar moderating role of the Crown, and the devaluation of the Commons due to election «fraude» and the inconsistencies of the «dignataries» parties seriously hindered the development of an effective «parliamentary monarchy».
