Abstract

The «State of the Autonomous Regions» has been one of the most recurrent topics in Spain’s political agenda over the last few years. Its crisis has triggered a process directed towards its reform. Various proposals have been put forward to remedy the failures and unwanted side-effects of the Spanish model of devolution. My own proposal is set against this normative and prescriptive context. I present a set of reflections, ideas and criteria which, taken as a whole, can contribute towards solving the problem, and move it in a direction which seems to be correct: towards a federalism capable not only of creating a de-centralized state but also, and more significantly, of articulating a plural and multinational state.
