Abstract

In recent decades, the study of legislative institutions on renewed theoretical foundations has occupied a high profile in political economics. The organizational structure of each Congress slants parliamentary processes, and acts as an institutional mechanism impacting the way public policies are drawn up. The study of the American Congress has been the main focus of this research program, with the analysis of Weingast and Marshall (1988) as one of its main points of reference. This article extends the same type of analysis to the Congress of Deputies in Spain, analyzing a model governing parliamentary processes in a quite different setting from the American one. The roles of committees, parliamentary groups and the individual congress members characterizes two very different institutional structures.
