Constraints on cultural pluralism in territories under disputed sovereignty: the cases of Ceuta and Melilla.

Abstract

The article explores the consolidation process of an ethno-cultural minority in Ceuta and Melilla, and the positions taken by the Spanish-origin majority in front of it. The analysis pursues two objectives. Firstly, it offers information about a scarcely known aspect of Spanish politics. Secondly, the article discusses the pertinence of some concepts usually related to the multiculturalist approach, as the distinction between immigrant and national minorities. Ceuta and Melilla offer a peculiar combination of factors that are relevant in the field of the policies of management of cultural diversity. The text describes the formation of a Moroccan-origin minority through immigration and family reunification, its political demands and the variables which affect the majority’s answers to them.
