Abstract

The legalisation of same-sex marriages in Spain is the consequence of significant changes in the preferences of the PSOE, that are linked with shifting electoral results and, also, with significant changes in the political and institutional environment of this political party. Legal change, however, was also made possible by the strategies of a social movement willing to shape its claims and tactics in a bid to create new opportunities. The time span covered is 1975 to 2005. The paper draws on current debates on the interaction between social movements and public policy making.
