Abstract

The whole process related to the administrative Spanish reform of the fifties responded to several factors. Principally, the desire to modernise the administrative services, providing the State of the indispensable mechanisms for his right functioning, according to the principle of efficiency and competition. Nevertheless, this resolution relies on a political premeditation that, protected by the resource to technical management, was trying to justify the authoritarian conception of the State. The new bureaucratic schemes would act as a lever for the promotion of the economic development, which would constitute the legitimisation of the traditionalist project designed by the group of the Government’s Presidency.
