Abstract

Most research about NGOs is related to governments and international organizations.
There is less research about how regulation constrains and defines the role of
NGOs in the political systems where they operate. This article analyzes the evolution
of regulations effecting NGOs in Spain, specifically those NGOs related to foreign
aid. The goal is to explain how opportunities and organizational costs vary due to
State intervention. Through the analysis of Spanish regulation it is shown that State
intervention affects how NGOs organize and professionalize, and institutionalize the
interaction between the two actors. State intervention constrains NGO’s capacity to
survive and to consolidate as major actors within the political system.
