The insufficient reform of the party funding: the need of a paradigm shift

Abstract

The starting point of this article is a critical analysis of the political party funding system in Spain since the restoration of democracy, highlighting its three main shortcomings: it doesn’t favor equal opportunities in the electoral competition, it doesn’t reinforce the connection between parties and society, and it doesn’t guarantee transparency. The last reform approved by the Organic Law 3/2015 does not change the essence of this system and represents only a slight correction of its failures. Therefore, the need for a new paradigm is becoming increasingly clear and in this article we can find some of the keys of this new model based on «citizen funding», equally away from corporate financing and from excessive weight of public funding.
