Abstract

This article deals with the transfer of the Labour Inspection service to Catalonia and the Basque Country as a case study of executive powers of the Autonomous Communities. The article examines how extension of executive autonomy is balanced with the maintenance of homogeneous conditions for the implementation of Labour Law. In particular it focuses on three main topics: 1) the differences between Statutes of Autonomy and Autonomous Communities’ powers; 2) the power to pass secondary regulation and to organize the service; 3) changes in collaboration and coordination instruments.
