Ofertas agresivas a precio cero o precio simbólico en los contratos públicos, ¿son admisibles?

Abstract

Public contracts must be awarded to the most advantageous tenders. Bidders submitting symbolic or zero-price tenders are confident that they will be successful. However, these tenders raise some doubts about their compliance with two essential features of public procurement such as the «pecuniary interest» and the «price». The paper goes into in-depth analysis on their features and admissibility in EU and Spanish public procurement.
