Abstract

This article analyzes the most relevant characteristics of the citizen suits as a main action of citizen environmental enforcement in USA. The incidence of these actions, especially through the Agreement of Aarhus, in Europe and in Spain ordering to overcome the important deficits of the citizen environmental enforcement, is also shown. And, in relation to these aspects, a critical appraisal of the recent Spanish Act 27/2006, of 18 July, about the right of access to environmental information, public participation and access to justice on environment, is made.
