Abstract

Scientists explain that droughts are inherent to many climates and are one of their defining characteristics. In spite of this, public opinion and the Governments continue to consider them extraordinary and exceptional, where we should act using exceptional and urgent measures, amongst them the law by decree, recurring to enormous budgets without serious planning and contracting works urgently, which hides the deficiencies of water management based principally on the increase of availability due to public works on surface water. In this study, we analyze the troublesome administrative regulations related with the droughts and make obvious that droughts should be managed in the long run with serenity resorting to good drought plans, the management of the necessities, and the use of groundwater, with a view to ecosistemic water and territorial management.
