Abstract

Water pollution markets concerning point sources and non-point sources are instruments to reallocate efficiently discharge obligations. Those who are in a better position so to improve the quality of their discharges over its legal duties are allowed to obtain tradable credits and sell them to others in opposite position. Water quality trading is supported by OECD and is becoming a relevant strategy in many countries. This article addresses the American case as well as the eventual introduction of such markets in our legal system.
