Abstract

The Law 24/2013 (Electricity Sector Law) establishes a new system of supply or, at least a new terminology. Although the supply is liberalized, the Law maintains the price regulation by means of the so called reference supply, which includes both the voluntary price for the small costumers and the social bond. The Law improves the protection of the household costumers. It incorporates the full catalogue of the electric energy household costumers rights foreseen in the Directive 2009/72/CE and establishes an administrative remedy for dispute resolution between costumers and operators before the Ministry of Industry and Energy, similar to the one in the telecommunications sector. But certain aspects of the new law deserve some criticism. As an example, the administrative competences regarding the protection of costumers suffer a high degree of dispersion and the competences of the energy regulator are modest.
