Abstract

To dispose and receive information are fundamental rights and essential elements of the socalled «information society». For this to be possible and allow all citizens to participate on equal basis, it is crucial to have an administration able to provide information, wherein openness and transparency are absolute priorities. That being said, the seminar analyzes the legal framework and the development of the principle of transparency in the Spanish Law, European Community Law and the Law of certain countries of the European Union, for its limited ordinance on the right of access to information that has been carried out, as well as the sectorial arrangement of publicity of the public policy.
