Abstract

The demand for responsibilities for the 1923 military coup and the following procedure of the Primo de Rivera dictatorship played a very important role in the political attitudes and behaviour of those who established the Republic in 1931. A Commission of Responsibilities, whose powers and acts were to become bitterly controversial, was created by the Cortes Constituyentes. One of the most controversial matters was Juan March being investigated as a result of the concession, in 1927, of the tobáceo monopoly for the Spanish enclaves in North África. The paper explains how this process was carried out within the Commission as well as its political consequences.
