Abstract

The article examines the behaviour of the francoist administration in commercial and monetary policy with the aim of addressing the different position of public and prívate firms when confronting the economic authorities. The data provided allow us to reject that public firms enjoyed direct access to import licence and show that the capacity of the Ministry of Industry and Trade to decide over the allocation of foreign currency was partially restricted. Moreover the difference in the treatment given to public firms suggests the necessity of qualifying the statements about general preference for public firms versus prívate agents. The proposed alternative interpretation claims that the capacity to access to import licence was more dependent on the firm management's proximity to the governmental decisión circles than on the public or prívate nature of the firm.
