Abstract

This paper analyzes the 1857 Constitution as an instrument of ef-ficient government, inasmuch as it survived as an accepted legal framework, with certain reforms, until 1917. This in spite of the cri-ticisms that, since its inception, were formulated against it, con-demning it as an idealist and inapplicable document. The paper then explores the sense that was given, within the debates of the eongress that created the constitution, to some of the central con-cepts of Mexican constitutionalism (among them «sovereignty», «fe-deration» and «rights»); concepts that were used by the federal go-vernment as tools to reinforce its authority vis-a-vis the autonomy of the states.
