The Constitution of 1978 as a Site of Memory in Spain

Abstract

During the transition, the success of installing a consensual democratic regime was converted into the historical master narrative of the new Spain and the anniversary of the constitutional referendum of the 6th of Decem-ber 1978 carne to be considered the most important lieu de mémoire of the new democracy. Towards the end of 1980 the socialists proposed to make it the National Holiday. But between the 23-F and the electoral triumph of October 1982, the élites of the PSOE changed their attitude and gave up on their original proposal. Between 1985 and 1987 they thus passed the law that confirmed the 12th of October as the National Holiday of Spain and a decree that converted the 6th of December into a second rate official holiday, even if surveys were showing a clear majority of Spaniards in favour of the 6th of December as National Holiday. The development of the new historical master narrative of the successful transition has thus been com-bined with a politics of commemoration that has deprived the Spaniards of a possibility to celébrate it adequately.
