Abstract

After the second world war, European societies underwent a set of very important transformations: unprecedented economic growth, the consolidation of the welfare state, religious secularisation, European integration, along with a degree of scepticism about socio-political utopias that gave rise to talk of the end of ideology. These changes favoured the consolidation of technocratic elites in the state administration, both in countries governed by liberal regimes and those under socialist or authoritarian ones. Spain was no exception. As of the sixties, the country modernised radically under an authoritarian regime, whose political leanings became increasingly technocratic. The new governing elite played a key role in this process. It was able to formulate and guide the conversion of the traditional counter-revolutionary perspective into a new-style conservatism, focusing on factors such as economic development, technical enhancements and full acceptance of neo-capitalism.
