Towards a new model of european integration: fram the constitution to the Lisbon Treaty

Abstract

This article discusses whether the Lisbon Treaty set up a new model of more realistic, less ambitious continental integration, open to more member States, that would be able to join the current European Union of 27 States. To try to show the consequences of the failed European Constitution, which impacted the very process of drawing up the Lisbon Treaty and the problems encountered in ratifying it, the author reflects on the conditioning factors that have been present ever since its origins in what is called the «process of European construction». The different perspectives that governments have of this progress compared to their respective public opinion; the historical background conditioning European construction; the different models of union on the table and the à la carte membership of the current European Union. The Lisbon Treaty, which is briefly analysed, entails progress for some from the impasse created. But for others it is the only way out, to be able to continue to advance towards this «construction» which, despite everything, is a benchmark model for other integration processes in international society.
