Abstract

This article presents the essential elements for understanding a cycle of mobilisation in the neighbourhood of Bilbao, which led to the Families’ Association becoming a referent of the neighbourhood movement at the municipal and state levels. This was due to its ability to maintain high levels of struggle against an undemocratic regime that was unable to control the population, as well as to its role in articulating an identity of protest that has continued up to the present. The article analyses the form in which the actors put pressure on the municipal structures, as well as the way the latter condition, or generate, opportunities for action. These are actors and structures that are characterised by pragmatic action unfolding in practice, which we describe by analysing how different mechanisms of the struggle connect opportunities with discourses, repertoires of action and organisational structures.
