Abstract

There is a remarkable consensus on the fact that the civil governors were a basic part in the implementation and consolidation of the Franco regime. But global approaches made until today have analyzed these political figures without giving the proper role, while regional approaches have only been able to offer an approach to a very limited number of them. This has led to considerable confusion in assessing who set policy exercised by: Most Falangist, monarchist, conservative, military might? This article discusses the political origin of all its members between 1936 and 1963, accounting for as the major center for extraction was old FE-JONS and as their common currency —almost unanimously—, as the regime was settled was new FET-JONS, without any other political group can dispute the hegemony or one or the other. Similarly rejects the characterization that has made the military group like a common political origin and maintained that they were «military» is a profession and not a political or ideological category that can be used with «Falangist» or «monarchical» without causing failures due to the intersection that is between categories of different nature.
