Water, metropoli and the subordination of the region

Abstract

The paper speaks of water as being the prime need of urban life in the world's hugest city, Mexico. It goes on to mention that this basic necessity is ever more scarce and that this problem is further sharpened by the site of this vast conglomeration where some 18 % of the nation's people dwell, a siting that in an equal but opposite way, further aggravates the liquid sewerage disposal task. The Metropolitan Hydraulic System, with its seven contributing water-sheds, draws upon an area so vast that it takes from the entire Centre Region of the country. The paper sets forth the technical, financial and administrative handling of this complex system and highlights the call here for municipal co-ordination and a total transparency in State, Region and City relations when dealing with this issue.
