Conservative and Progressive Thinking as to the (Extension Plans) for Pamplona

Abstract

The authors hold that any debate between progress and tradition fathers a balanced compromise and hold up as an example of this axiom the Second Extension Plan for Pamplona of the early 20C. to show its peculiar workings. The various parts of the project are said to evidence a play of opposing view points and, strange to say, it is the traditionalists at this period, here and elsewhere, that are most in agreement with Cerda's rationalist approach, albeit in a very rigid, over-loaded and somewhat stereotyped way whereas the advanced thinkers go rather for a wedding of functionalist and academic options. The authors add that the project also led to a debate as between 19C. ultra-liberal postures that were backed up by the Acts of 1892 and 1895 as against municipalist positions that sort to guarantee social welfare. The difficult approving of these plans, the accusations they gave rise to and a comparing of the designs urged are here used to ground the authors ' interpretation of the matter.
