Abstract

The paper is aimed at offering objective criteria for the knotty task of choosing who is to benefi t from housing
rehabilitation backed by donated disinterested funding. The paper comes to grip with the issue of deciding
just who is to be considered as having ‘grounds suffi cient’ when it comes to housing assistance when the
number having claims to these far exceeds the reach of the funding available. The author, in fact has put
such a selective process into effect, offers that methodological approach which he here dubbs “case by case,
house by house” to do so, seeing this as best answering the call to chose the most needy and come up with
remedies for their housing needs according to their specifi c circumstances. The project in point was carried
through for 400 dwellings in Ciudad Sandino.
