About the Journal
Focus and Scope
The journal CIUDAD Y TERRITORIO Estudios Territoriales (CyTET) is a Spanish scientific journal published by the Ministry of Transports, Mobility and Urban Agenda that contains specialised, original and unpublished works relating to cities and territories from a multidisciplinary and horizontal perspective within the Social Sciences. It has been published under this title since 1993, when the former journals "City and Territory" (established in 1969) and "Territorial Studies" (established in 1981) were merged. Therefore, the current Fourth Phase of CyTET journal already spans more than 25 years and 100 issues, during which over 1,000 articles and papers written by prestigious specialists from Spain, Europe and Latin America have been published.
The contents of CyTET journal encompass - under the aforementioned multidisciplinary approach - urban and spatial planning, human geography, urban studies, building law, market and real estate analysis, urban ecology, housing and infrastructure policies, urban sociology, urban history, etc.
The journal is published quarterly (4 annual issues). Generally, the issues are miscellaneous, with the articles received being published in strict chronological order of arrival after undergoing a scientific evaluation and peer review process. Periodically, usually once a year, monographic issues are also published on topics of special relevance, whose articles are also peer reviewed.
The journal has a wide national and international distribution network that delivers more than 450 printed copies, which are placed on sale and sent to subscribers and leading Libraries and Universities in Spain, Europe and America. It is also available in OJS open format at CyTET journal’s website or at the Publishing Service of the Ministry of Development.

Estudios comparados/Comparative Studies
Articles with comparative and systematic analyses of a specific aspect related to the subjects of the journal in different territorial areas. These articles usually compare the national regulatory framework in Spain and the ones in force in Spanish various Autonomous Communities, or Spanish and international legislation.

Observatorio Inmobiliario/Spanish Real Estate Observatory
Analysis of the current real estate market in Spain prepared by an expert.

Experiencias Urbanas/Urban Practices
Short articles that present innovative urban practices, understood as specific projects that are already complete (or at least nearing completion) that incorporate innovative features of urban or spatial planning, urban regeneration, governance, urban design, etc.

Documentación/Documents
Articles that review or document a specific topic prepared or proposed by the Editorial Board. It also includes Chronicles (brief chronicle on a scientific conference, academic seminar, etc., that is relevant and related to the subjects of the journal) and Legal Chronicles (comments on the latest laws or regulations approved, as well as rulings issued by the courts).

Libros y Revistas/Book Reviews
Reviews of publications. All the publications reviewed are available to the public in the Library of the Ministry of Development.

Every article in the indexed sections must have an Abstract and Keywords both in Spanish and in English.
Peer Review Process
All the originals received for the sections open to submissions, including the monographic issues, are subject to a peer review process.
Preliminary review by the Editorial Board.
In a first round each article received is reviewed by the members of the journal’s Editorial Board, who verify that the article is original and unpublished, that its contents are consistent with the CyTET's editorial policy, that the work satisfies minimum scientific requirements and that the Guidelines for Authors are met. The Editorial Board will directly discard submissions that do not comply with the following aspects:
- Originality: articles that are not original and unpublished, since they have been previously published in whole or in part (salami slicing, self-plagiarism, etc.).
- Format: documents that do not comply with the Guidelines for Authors.
- Subject: works that do not explicitly consider the urban or territorial aspect as a significant component.
- Scope and innovative character: articles whose character is excessively restricted or local, or that lack a novel approach in relation to the “state of the art” of the subject matter.
The decision of the Editorial Board (rejected or accepted for peer review) will be reported to the author as soon as possible.
Second Review by external Peer-Reviewers.
If the Editorial Board initially deems the submitted work to be suitable, it will appoint two anonymous external expert reviewers, unrelated to the institution of the author(s), to whom the article will be sent for evaluation using the double-blind peer review system.
The evaluation by the external reviewers will consider the interest of the article, its contribution to the scientific knowledge of the subject in question, new aspects, the relationships established, the critical judgment presented, the bibliographical references used, the correct writing style, etc. They will provide recommendations, if any, for improving it.
Based on the recommendations of the reviewers, the Editorial Board will inform the author(s) via email of the result of the evaluation, along with the comments and remarks of the reviewers, which may be:
a) Publishable without changes;
b) Publishable with minor improvements or corrections;
c) Publishable with significant corrections and/or changes in form and substance;
d) Not publishable without a major re-write and substantial changes;
e) Not publishable in CyTET.
If the two peer reviewers disagree, the text will be sent to a third referee, whose decision will determine the final result. In any case, the results of this process may not be appealed.
In cases b) and c) - that is, if the manuscript has been accepted, but with modifications (minor or major) - the authors must forward (within 2 months) a new version of the revised article taking into account the requirements and suggestions of the external reviewers. To facilitate the re-evaluation, the revised text must be submitted by the authors in two files: one with the new, revised text, and another showing the changes (for example, by sending the document with the track changes option enabled). If desired, the author(s) may also provide a letter to the Editorial Board justifying any changes made to the article. The author(s) must submit the revised article (in two files: with and without track changes activated) within two months from the time the editorial board sends the official notification with its remarks. Once this period expires, an article that has not been corrected and sent back by its authors shall be deemed to be expired, and will thus be removed from the peer review pipeline.
Articles subject to major corrections and/or changes in the substantive and procedural aspects (case c) must be reviewed by the authors within two months after the report from the Editorial Board and may be subject to a second review by the external reviewers to ensure the changes reflect with their recommendations.
If the new version of a revised article does not conform to the reviewers’ requests, it will be returned to its authors to be modified a second time, which must occur within a new, two-month period. Once this new period has elapsed, an article that has not been corrected and re-submitted by its authors will also be deemed to be expired and be removed from the peer review pipeline.
Depending on the degree of compliance with the modifications requested, the Editorial Board will make a final decision as to whether or not to publish the article. This decision will be again reported to the author(s).
Articles deemed to be non-publishable without a major re-write and substantial changes (case d), or those that have expired due to not being re-submitted before the deadline, will be regarded as new submissions and will undergo the entire editorial process from the beginning.

Online Open Access Policy
Based on the principle that making research available -free of charge- to the public promotes the global exchange of knowledge, CyTET Ciudad y Territorio Estudios Territoriales provides open access online to the full text of all its contents through the electronic edition using OJS (Open Journal Systems 2.4.5.0), which is available at CyTET journal’s website or at the Publishing Service of the Ministry of Development.

PDF
The PDF (Portable Document Format) format is a file format used to present and exchange documents reliably, independent of the software, hardware or operating system used. Developed by Adobe, PDF is now an open and official standard recognized by the International Standardization Organization (ISO). PDF is considered as the main file format of the CyTET journal, and on which the relevance and concordance of the content with the author's final version should be observed, in case of textual conflict with the other formats (HTML, EPUB, XML-JATS). All the contents (articles and list of authors), as well as each complete issue, can be consulted on line in PDF.
HTML
HTML is the acronym for Hyper-Text Markup Language based on web content and application development. It is a standard by the World Wide Web Consortium (W3C) that facilitates the development of web pages compatible with different browsers and platforms. The HTML format is designed for viewing and online consultation from the OJS platform, without the need to download complementary files. CyTET articles published in HTML maintain the structure and style of the PDF version of which they are an alternative format.
Zero-cost policy for authors
Authors can publish in CyTET journal with no cost at all to them.
Self-Archiving Policy
CyTET allows authors to archive the final versions of their own articles once they are published in CyTET (post-print editorial version according to SHERPA-RoMEO code).
This permission includes self-archiving in Institutional Repositories and Open Access thematic repositories.

CyTET City and Territory Territorial Studies journal publishes an Annual Volume, divided into 4 issues that are published and distributed quarterly.

Code of conduct and best practice guidelines
Our journal CyTET Ciudad y Territorio Estudios Territoriales is committed to the scientific community in guaranteeing the ethics and quality of the articles we publish. For this, we use the Code of Conduct for Editors and the (COPE) (Committee On Publication Ethics) Best Practice Guidelines. At the same time, the Editorial Board guarantees an adequate response to the needs of readers and authors, ensuring the quality of what is published, protecting, and respecting the content of the articles, as well as their integrity. For this, the Editorial Board will publish corrections, clarifications, retractions, and apologies, when necessary.
In compliance with these good practices, CyTET has published the peer review system used for the selection of articles, as well as the evaluation criteria to be applied by the external and anonymous peer-reviewers. CyTET keeps these criteria updated, based exclusively on the scientific relevance, originality, clarity and relevance of the work presented.
Our journal guarantees the confidentiality of the evaluation process at all times: the anonymity of the evaluators and the authors, the evaluated content, the evaluation reports issued by the peer-reviewers and any other communication issued by the Editorial, Advisory and Scientific Boards, if appropriate.
In the same way, confidentiality will be maintained in the event of possible clarifications, claims or complaints that an author wishes to refer to the journal's committees or to the articles’ reviewers.
CyTET declares its commitment to the respect and integrity of the works already published. For this reason, plagiarism is strictly prohibited and texts that are identified as plagiarism, or its content is fraudulent, will not be published. In the event of plagiarism detection after the publication on paper, a note will be inserted in the current issue of the journal, publishing the detected plagiarism. The journal will act, in these cases, as quickly as possible.
By accepting the terms and agreements expressed by our journal, the authors must guarantee that the article and the materials associated with it are original or do not infringe the copyright. The authors also have to justify that, in the case of shared authorship, there was a full consensus of all the affected authors and that it has not been previously published.
