Strategic focus of urban sustainability action in regional planning in Italy: the conurbation of Cosenza-Rende (Calabria)

The sustainable development applied to planning is complex and systematised. The
integration of the needs of territorial development and the protection of the environment has not
managed to be configured as a “system”; and seldom have the environmental aspects been
evaluated in a real and substantive way in the definition and execution of the urban actions. In Italy,
the relationship between the different levels of environmental and urbanistic planning is often
fragmented, as regards both competences and decision-making. It is necessary to have a transition
towards integrated, well-defined, policies, which produce coordinated strategic objectives aligned
with the different competences and complementary to the different levels of the Plan, and actions
which are really carried out within the established periods and whose results can be verifiable. The
article presents the results of a scientific study aimed at the identification of an effective coordination
model in the complex system of the different levels of government in Italy, which ensures the unity
of methods, criteria and approaches in the planning process. Based on the hypothesis that ordinary
urban plans require opening up more and more to a strategic focus, while maintaining their
functions, the study identifies the regional level as the most suitable for carrying out the functions
of management and coordination in the environmental aspects within the framework of territorial
organisation, as it connects the characteristics of the Regional Plan with some aspects of the
strategic environmental planning. The study also identifies the level of action in the city networks
in order to define and put into practice the strategic objectives for urban sustainability and
compatibility with the natural environment. In this regard, the results of a study carried out in a
network of average sized cities with high density situated in the north of Calabria (Italy) are shown.
