The Governance of Culture Parks in Rural Zones: A Proposal for Asturias

This paper presents some of the ideas, approaches taken and proposals for land governance which have
been the guidelines to the project for creating a cultural park as a means of stimulating local development
in a mountainous rural area in the mid-western part of Asturias, namely the region of Camino Real de la
Mesa. Starting out from an examination of the concept of a cultural park, and an analysis of various attempts
to establish one, it is here suggested that such an intervention as to territory in the region needs be grounded
upon a careful taking into account of its salient features and upon its potential as a cultural tourism draw,
such an alternative being brought forward nevertheless in keeping with the traditional activities of the
region. In this case the project has enjoyed the support of active local agencies and its guiding principle has
been that of sustainable development.
