Urbanism with "bubbles" : boom in operations and decline in planning

The paper first explains how the Spanish real estate model established economic rules that led to speculative bubbles and allowed real estate interests to influence planning by means of "urban development operations". It then reviews the nature of the last three real estate bubbles and crises and their impact on the territorial, urban and constructive order, as well as their socioeconomic consequences. Finally, it analyzes the post-bubble adjustment that continues to take place and observes that the established real estate model no longer serves well the purpose for which it was designed: to ensure that most people in need of housing can buy it on credit. But changing the real estate model is not on the political agendas of governments, even though such a model does not facilitate the necessary adjustment, nor does it help to alleviate economic and social costs, while it continues to encourage vain expectations and corrupt practices.
