Abstract

The author presents the fundamentals of juvenile criminal law and makes a critical review of the paraguayan juvenile criminal law in order to determine their consistency with the protection of rights and freedoms in the constitutional order. It is carried out from the analysis of criminal principles established in the paraguayan Constitution, international instruments and their reception in criminal law, in order to verify its validity in procedures involving juvenile offenders.The goal of this work is not give answers to the several questions, it focuses on emphasize the importance of the recognition and the application of the constitutional principles of criminal law in juvenile penal procedures in order to promote the effective protection of their fundamental rights.
