Operation of international registries on aircraft, manned and unmanned (drones)

Abstract

Aircraft, due to their peculiar characteristics, are susceptible to being entered in various registers. On the one hand, there is the International Registry of the Cape Town Convention and its Aeronautical Protocol where it is possible to register aeronautical objects, –such as aircraft cells, aircraft engines and helicopters–. On the other hand, there are two registries in Spain in which the registration of aircraft is possible, which are the Chattels Registry and the Aircraft Registry. Although the nature of these records is different, there must be coordination between them, so that monitoring the legal life of the aircraft does not become an impossible task. In addition, the new European regulation on unmanned aircraft (drones), which establishes the obligation of operators of smaller drones, seems to further complicate the objective pursued with this work.
