Abstract

This study examines the distribution of powers in the area of civil protection in our autonomous state and analyzes how emergency management can be approached in both a decentralized and centralized manner depending on a political decision, as has become clear in recent months following a series of civil protection emergencies in our country, ranging from the dana to the forest fires of August 2025 and the major blackout of April 2025.
