Abstract

The beginning of the institutionalization of the European construction process coincides with the consolidation of the Franco regime, from 1948 onwards. In this context, a struggle took place for the recognition of European federalism and for the Spanish representation within it. This fight confronts exiles with country people who support Franco or coexist with him. It is a struggle among the most outstanding political families of the regime: Catholics and Falangists, and also free figures, such as José Miguel de Azaola, capable of establishing a network of relations both inside and abroad. The Spanish Association in favour of the European Federation (AEFE), a precedent of the Spanish Association of European Cooperation, was a good example of that conflict and of the possibilities and limits of civil society in an authoritarian state.
