Abstract

This paper studies the exercise of the coordination function by the State as a
unique modality of collaboration. Its constitutional sense and its limits are analyzed, distinguishing it from other forms of collaboration and the establishment of bases. Within this framework, the first experience of exercising the coordination function through the declaration of Coordinated Actions during the COVID-19 pandemic is analyzed and proposals are made for a more appropriate use in the future.
